LESU Negotiations Update for May 8, 2008

The LESU attended their fifth negotiations session on Thursday, May 8, 2008.  The County advised they had no proposals to present.  The County provided their salary surveys.  The LESU advised the County they will review their surveys and will respond at the next meeting.  There was some discussion regarding other LESU proposals and contract language clean-up however the County stated they were not ready to respond to any of the LESU's monetary proposals at this time.  The next session is scheduled for May 15, 2008 at 9:30 a.m.

SLESU Negotiations Update for May 8, 2008

The SLESU Negotiation Team met yesterday and agreed to a meeting with the County to determine how negotiations will proceed.  The meeting has been calendared for Thursday, May 15, 2008 @ 8:30 a.m.

We will update the website later that day or by the next morning.

LESU Negotiations Update for May 1, 2008

The LESU attended their fourth negotiations session with the County today.  The LESU provided the County with the contract language for salary proposals.  The County provided LESU with more information regarding the Healthy Workplace Program which is being implemented by the County.  There were no proposals presented by the County and they indicated they were still working on their salary surveys.  It was confirmed that no new proposals can be presented after the next meeting which is scheduled for May 8, 2008.

The next negotiations session is scheduled for Thursday, May 8, 2008 at 9:00 a.m. at the Coroner's office.


SLESU Negotiations Update for May 1, 2008

Negotiations for this Unit are currently stalled by no fault of our own.  The negotiations team will be meeting at some point during the day on Wednesday, May 7, 2008 or at another mutually agreed upon time next week.  During this meeting, the team will be discussing their strategy and next course of action.

SLESU Negotiations Update for April 21, 2008

The issue over whether or not the SLES Unit should be able to stand alone in their negotiations was still the topic of discussion at today's meeting.  The team concluded at their previous team meeting that a stand alone Supervisory Law Enforcement Support Unit was most advantageous for our SLESU members.  The County was notified of that decision today.  A follow-up meeting is being scheduled for each party to present validation for their respective positions and determine the next step.

LESU Negotiations Update for April 21, 2008

The LESU attended their third negotiation session with the County today.  The County has received the entire LESU proposal with the exception of the market survey which is under final review and audit.  We anticipate presentation of the market survey at the May 1, 2008 negotiation session.  To date the County has not presented their proposals and have yet to complete their salary comparables, however we expect at least their initial proposals on May 1, 2008 since both parties have signed and agreed to the deadlines as noted in the below update provided on April 10, 2008.

LESU Negotiations Update for April 10, 2008

SCALE met with the County at 9:00 a.m.  The Ground Rules for Negotiations document was reviewed.  The County amended the proposal/demand dates.  The deadline to exchange proposals was delayed one week to May 1, 2008 and the date for which no new proposal items can be presented was delayed one week to May 8, 2008.  The document was signed by both sides.

The County provided LESU with the information they requested to accurately cost out our proposals. Kim Gillingham presented the language for most of the LESU proposals and told the County she would have the salary proposals and supporting documentation to them by April 14, 2008.

The next scheduled negotiations session is Monday, April 21, 2008 at 1 p.m.

SLESU Negotiations Update for April 14, 2008

The SCALE SLESU negotiation team met on Monday, April 14, 2008 to finalize their proposal.  The proposal will be sent to the County the week of the 14th for their review and consideration.

SCALE and the County remain without agreement regarding the separate negotiations for the SLESU bargaining unit.  A meeting with the County has been scheduled for this Friday, April 18, 2008 to discuss the issue in an attempt to expeditiously resolve the issue.


Retiree Medical Trust Update

At the June 6th, 2007 General Membership meeting, all members in attendance voted unanimously to move forward with the planning of the Retiree Medical Trust.

Retiree Medical Trust Informational Bulletin

As most of you are already aware, the County of Sacramento has abandoned their financial commitment to provide a Retiree Medical subsidy.  In its place, the County has bargained with various Employee Organizations to offer a $25.00 per pay period Retiree Health Spending account contribution.

This $25.00 per pay period contribution will amount to only $3,250 in five (5) years.  If you were to offset your medical expenditures at the same rate as the previous County commitment of approximately $244 per month, this $3,250 will last you approximately 13.3 months.  It does not provide a lifetime benefit.........the money WILL RUN OUT.

SCALE in conjunction with 9 other bargaining units from three (3) different employers has been working on a plan to ease your after-retirement medical expense burdens.  The Medical Expense Reimbursement Plan (commonly referred to as the "Retiree Medical Trust") is going to provide a solution to this problem.

With the Retiree Medical Trust, your $25.00 per pay period contribution after 10 years would result in an approximate $75.00 (conservative figure) per month benefit FOR LIFE, for you (and then for your surviving spouse and/or dependents).

With an average life expectancy of 77.8 years for both sexes of all races, and retirement at age 55, this $75.00 per month lifetime benefit would amount to $20,520.00 during the course of your retirement years based on the above life expectancy age.  For those retiring at 50, the $75.00 per month lifetime benefit would amount to $25,020.00.  [Please note that the $75.00 is a conservative figure and can very easily be a larger benefit based on the number of contribution years and the contribution rate.]

Each of the three (3) bargaining units of SCALE must decide if they want to continue working on establishing the Retiree Medical Trust for their unit.  To assist in making that decision, SCALE will address this issue further at the next General Membership meeting being held at the Department of Child Support Services, 3701 Power Inn Rd., on June 6, 2007, at 6:00 p.m.

Each bargaining unit will be polled and members will vote as to what direction to take in this matter.
